English should be second language in this country in order to make the citizens more educated and more viable. We all know how important english are in this current global economic conditions. Lecturer or Teacher should be able to make students more understand and easily to use english in their whole daily routine. Malaysian problem in mastering English language is they shame to speak english at public because they scared others will laugh at their grammartically error, So from proficiency English we expect a better english language lerning to make the students more confident and more intelectual in using English language either in their speaking and writting.
